Every time Floyd would take a year to two out of the game him would come back with more muscle mass and bigger. He made the biggest gains then.
This is when he would be completely away from testing.
Olympic standard testing requires an athlete to be on the testing program for 9 month, maybe a year before competing, Floyd never did this.
Pacquiao also wanted the testing to be carried out by NSAC, Floyd said no. Why?
Having two bodies enforcing testing cause the issues that occurred in the fight.

Floyd paid Manny side money to drop the case
In a statement released Tuesday night through the mediator in the case, the Mayweathers said they "wish to make it clear that they never intended to claim that Manny Pacquiao has used or is using any performance-enhancing drugs, nor are they aware of any evidence that Manny Pacquiao has used performance-enhancing drugs."
