Nah it's been like this ever since he beat Pacquiao. I bet a lot of people asked them to change but ey won't.

BoxRec runs a very ELO style rating system based on the ratings of each of the fighters going into the fight, and the official scorecards.

It's scoring system is objective in nature but it's objectivity is ultimately limited because it's based on the subjective assessment of the judges. Plus this leaves out reasonable subjective assessment that you see in other p4p lists about about how good the fighter actually looked in the fight.

And while your BoxRec rating can be drop due to inactivity, your rating doesn't just lower as a result of getting older or becoming more involved in politics or looking more gun shy etc. So Manny Pacquiao's rating remained extremely high going into the Horn fight, even though most people could see that he was declining.

In fact Manny Pacquiao was BoxRec P4P #2 before the fight, so beating him gave Horn a ton of points. And because Horn was rated so low on BoxRec before the fight, Manny Pacquiao's rating took a big hit after the L.

It's not a surprise really, and shows you a little bit about why BoxRec's rating system is far from perfect.

Extremely fair, computer-generated alogrithm to make their rankings, funded by Bob Arum.

                    A new star is born.
Horn needs to prolong his title as long as he can.
                    Just like Haymon fighters did.
There's Bundu, Van Heerden, Collazo, Chaves, Bizier, Jo Dan, Karass, etc.
No need to head straight to tougher fights.
