It's easy to take Arum's side here when you consider the people that are representing Rigo. Remember, these are the same guys who couldn't properly fill out a VISA form.
If he was with a more competent manager, I'm sure they could make this fight happen.

The quillen win was a great win, sure. However I do believe he was caught cold and would've liked to seen a rematch, but I still hive Danny massive credit for that. With all of that being said, Danny is not a solid fundamental boxer either. He's a solid B level fighter. My point is golovkin has beaten only 1 B level fighter....the rest were AT BEST C+. Even small Cotto beat the **** out of geale, who admitted to being iirc 182 on fight night.
