I had almost $800k in tax warrants, the IRS let me off the hook for a good amount less. It's when you don't file and don't pay they get really pissed off. As long as you file and eventually pay it's nbd. It does appear on your record though, but with Mayweather's criminal record I think some tax warrants are the least of his concerns.
