Why is because they have no leverage at all when comes to the bargaining table. Horn is looking to unify with the rest of the other welterweight titleholders like Keith Thurman and Errol Spence, Jr. However, it just so happens that Danny Garcia is not one of them.

Just found out that Moises Flores is with Haymon. So Rigo (Roc Nation) and Flores (Haymon) just fought, and a rematch has been ordered. Let's see where the rematch lands.

I don't understand why promoters don't build Rigo, Luis Ortiz, and Lara in Florida? That's where the Cubans are! Build them a fanbase in Florida, and see what happens. Plus, Florida is a business friendly state! Out of all the above, I could see LSC (your boy) fighting Rigo! I think he really wanted that, but the politics with Haymon and Arum were all wrong at the time! I would love to Rigo vs. LSC, GRJ, Frampton, or Valdez!
