They did not refuse "the testing" they refused the cutoff date of the testing. As far as I've read they didn't have an issue with the testing itself but just wanted it stopped further from the fight than Floyd would allow. ****** reason to refuse the fight but that's ancient history at this point.Comment

Pacquiao didn't want the fight. Mayweathr made an offer that was near enough half way and Pacquiao turned it down. Mayweather said at the time if he didn't accept he'd never get offered the cut off again. Pacquiao months later then said he accept 14 days, when he knew it wasn't an option.
In 2012 before the JMM fight Mayweather tried to make the fight again. But they wouldn't even enter negotiations, saying they needed to build an outdoor arena and Pacquiao need 6+ months for a cut to heal.
Only after getting KTFO was Pacquiao willing to do testing and fight Mayweather.Comment

No other fighter had a problem with Mayweathers testing demands only Pacquiao. He walked away from the biggest fight in history over it.

When Pacquiao held, Mayweather dropped it from 14 to 0 just to make it painfully obvious he wanted to part of the fight. He **** his pants when Manny agreed to 24 days.
