A lot of them seem to be scared to show some authority, enforce the rules and be fair and even in a fight.

He does, but he also gives fighters too much time to recover after they are knocked down by trying to have a full blown conversation with them.

Most definitely. Mills was a short guy but didn't take any **** off those giants heavyweights or any fighter for that matter. Great ref, best catch phrase, no one will ever top him.
