As I understand, Wilder must face Stiverne, unless he can fight in a unification fight with one of the other titleholders.

What? It's clear as day why Hearn wants Wilder to fight Whyte in the UK. If Wilder comes and beats Whyte then he'd instantly become a big thing in the UK and then Joshua v Wilder becomes that much bigger to UK fans which means more buys (even if that fight does happen in the States as most expect will be the case). Whereas if Whyte beats Wilder Hearn gets a huge domestic grudge unification match between Whyte and Joshua.Hearn is so weak, if they really want a strap then Hearn would provide the least amount of pay for Whyte in the states, that's of course if they want a shot at a Champion.
Therefore, Hearn is just interested in making his profit in the U.K. Such a weak strategy in a HOPE for an upset so that Joshua vs Whyte could happen for all the straps.
If that's the plan, how come Hearn ain't providing a double digit figure to Wilder for Joshua!!?! Where are the reports for that. Haymon' Chess pieces and Wilders' ***elry could see this strategy themselves even though they're not organic...
If Hearn manages to get Wilder to agree to the fight then Hearn wins no matter who wins. If you're calling that a weak strategy then you must be one of the greatest minds on planet to be able to come up with a situation that is even more benefit to Hearn and Matchroom than that.
Hearn will no doubt be doing the same thing with Parker if he gets through Hughie Fury whereby Parker would then face either Bellew or Whyte and then most likely Joshua. Basically Bellew and Whyte are mere sacrificial lambs more than anything as his main priority is clearly making Joshua as big as humanly possible as he's his cash cow.
