Probably the same reason they allowed Hopkins to get away with the same exact tactics. Still not sure why, but when you are part of boxing royalty you are extended certain privileges that others are not.

Yes, just like Ali was given a lot of leeway with his holding.

However, I also think that the failure of referees to enforce the rules of boxing has gotten a lot worse over the last 10 years or so. Holding, for whatever reason, is a foul and should be penalised (after a warning, or two).

Once fighters start losing points/rounds/fights because of it we will see them change tactics, fighting (as opposed to just clinging on) on the inside, etc.

Fighters continue to do it because referees continue to allow it.
