There was an entire fight outside of that low blow which did not appear to be intentional. Why is the focus on that one punch when Kovalev was in trouble and already doubled over not even fighting back or assuming a standard defensive position.

That's simple. The rest of the fight did not cause Tony Weeks to intervene and stop the fight. That particular sequence in the 8th did, which is why it needs to be focused on.

I thought it was a very good fight untill the last round. The punches Ward landed just before Weeks stepped in looked low to me. Kovalev should have taken a knee. He was hurt by that nasty right hand to the jaw that Ward landed.
Props to Ward for fighting better this time but again that last sequence of punches looked low to me.

They were probably in his throat after that shot landed. That's why he couldn't complain at first. Has to wait for them to fall back down so he can breathe and speak again
