Jeff Horn is a real pro boxer rated as the 11th best welterweight by neutral boxrec. Horn is the number 2 WBO contendeer for Pacquiao's 147 pound title. Probably any 147 or 154 pound boxer in the top 50 would beat Conor under boxing rules. You probably could find a few pro boxers Conor's weight that he could beat but they wouldn't be main event type boxers.
