If anyone is, it would have to be Joshua.

First of all, you have no idea who used PEDs for what, but if we're being honest, 99% of top level fighters are on something. It's just a question of whether you get caught.

So in that regard, Fury beat Klitschko fairly.

But Deontay has the most important belt, he's the longest reigning champion and he's undefeated. There is no concrete answer between Deontay and Joshua. They have to fight each other.

I don't really consider any one over the other, I suppose the ring belt I consider the most prestigious as it generally belongs to the champ but in the case of Fluff Furry I can't relate their as he's a PED cheat they should strip him if not on those grounds inactivity and give it Joshua who fought like a lion against Klitschko and not a feather fisted pansy ballerina like Fluff.

I consider the Ring belt the most important. Everything else you said is just dumb Joshua is a genuine clear number one right now ahead of Klitschko, theirs no need for Joshua to face a guy I'd consider top 4-5 to prove anything. Wilder has minimal boxing skill, poor balance and a big punch against D level scrubs that guy needs to step up a level to test himself properly before challenging the genuine champ.
