Any Champion or ex champion had to step up to win the belt, Algieri lost all his fights at the highest level but when he fought Provodnikov it was a step up for him at the time so he won. I think this applies more to Berto because he won a vacant belt and he defended it against C level fighters, the first time he fought someone we knew he lost and he kept losing to all the good fighters he faced.

Adrien Broner beat some champions in the ring and only lost when he was fighting naturally bigger guys. Robert Guerrero stepped up in weight and class to fight Berto and he won. Zab was 5 times world champion and he beat some champions so this doesn't really apply to him.

Josesito Loperz lost all his big fights, I don't know why Saddam Ali was ranked so highly when he fought Jessie Vargas but Jessie also lost his 2 biggest fights.
