I guess that because Duco went ahead with the event using a replacement opponent instead of postponing it, the whole procedure has to start again from scratch. Hughie is still Parker's mando.

Because Fury will a) earn him more money and b) be a considerably easier fight. Wilder would spark him. Parker is hilariously easy to hit and doesn't have top-end knockout power at Championship level. Quick combos though.
