Horn is undefeated but has not been tested. Only two named boxers he fought was Randal Bailey and Ali Funeka w/c gave him two knockdowns.

Was not Pacquiao a nobody when he first fought Barrera? Sometimes you need to give new blokes a chance.

PAC was already a world, and I believe lineal champ when they fought. I'd say that's a little but better than jimmy horn
