They're both punching bags really.
The difference is Berto actually tries to defend, but gets hit anyways. Rios is just too lazy to defend, it's easier for him to just deal with the pain.

Are there really people who don't consider Berto a punching bag? Because he's pretty much a punching bag.

Bertos defense doesnt work at all. Just saw a couple of fights of him. His best defense is his offense, he is very explosive and gets it going, when his opponent gets gun shy.
But as soon as his opponents can handle his combinations and come back with their own, Berto is in deep trouble. When he is on attack mode, he cant switch his to his defense. He attacks and leaves himself wide open and doesnt use head movement during the combinations and after. He also doesnt step to the side or use a simple backstep to prevent his opponents from attacking back. He just stands still, giving them the opportunity to fight back.
At middlerange, he can command the fight with his stiff jab, but his shoulder roll is laughable. He just evades a single punch, but cant roll the follow up punches. When he leans back to evade jabs and straights, he often cant work the right distance and still eats punches.
He also cant use lateral movement to get out of attacks and doesnt use clinches to shut down the offense. Karass was able to throw over 1000 punches against Berto, because he is a stationary target.
Another weakness is his behaviour against the ropes. He somehow doesnt have a tight double guard, so must of the opponents punches get through his defense.
Thinking about it, I should change my pick to a Berto Knockout lol.
