Because it doesn't apply to MMA fighters only boxers. They are trying to get it amended to include MMA guys, but it still hasn't happened.

White is as bad or worse than Don King and Bob Arum ever were. He keeps a large percentage of money and pays his top fighters peanuts compared to top boxers.

But if we are talking the Muhammad Ali act then we have to include Al Haymon in that discussion. A man who acts as both promoter and manager while calling himself an "advisor".

Technically Haymon works with promoters( warrior, match room, etc). So he has a buffer between him and the fighter( at least on paper). UFC is direct and exploiting a loop hole in the law.
