He was a pretty clear #2 when he lost to Floyd. That's not exactly a bad loss. Floyd retired, so he kinda took the #1 spot by default. Plus, I think he'd beat Brook and Thurman, who are clearly his biggest threats right now.

Spence is a wildcard for me. I have to see how he looks against a legit guy in Brook to see where I rate him in the welterweight hiarchy.

The only reason the fight got made was cuz the clammer of people hyping it up and Floyd caught him at that basketball game manny was not #2, he had already lost to Bradley and got knockedout by Marquez then losses to Floyd. I think he would have good fights with brook and Thurman but I'm not so sure he wins both....as for Spence....Errol "The Truth" Spence Jr. That nickname is there for a reason....
