It would be much better on PPV instead of wasting what little budget HBO has on this.
It'll do better numbers than Lomachenko or Crawford cotto is still a big name just like Klitschko that's why HBO wants those guys still on their network.
If the dates hold up, you've got this fight, paired with the re-air of Ward-Kovalev II, on regular HBO.
Heading out to my usual bar to catch Ward-Kovalev the weekend before anyway (unless a party comes up), so doubt I'd be on the edge of my seat to see Cotto-Kamegai.
If you miss the PPV, the doubleheader the following weekend is seemingly worth it.
It's not a great fight but once you get over the fact cotto is not taking facing a elite fighter coming off his layoff and it's a short turnaround to get a fighter for his June date I'm OK with this. Based on the names we heard in running Kamagai is by far the best one. Better then small washed up Brandon rios or having to pay ppv to see him fight kirkland. This is a tune up to set up a better fight later this year.

It's been mentioned in two previous articles here on Boxingscene that Cotto's June 24th fight will not be on PPV. It also states in this article that it's regular HBO.
The dates of June 17th and the 24th fall in line with a replay showing of Ward-Kovalev 2 on the HBO broadcast of Cotto-Kamegai.

... hopefully. with the fight basically ending June, the rematch against Saul Alvarez in September is no longer an option, with Cotto allegedly done with the sport at the end of the year (leaving time for basically one more fight).
Not sure what your list of possible attractions looks like, but the only ones I can see are Cotto-Bradley at 154lbs (Bradley cuts a ton of weight to get down to 147, but the fact that his power seemed to end at 140lbs eases any worry about the weight adding pop for Bradley) and Cotto-Marquez at some weight between 147lbs and 154lbs (Marquez has his farewell fight in Mexico City, and then Cotto has his farewell fight against Marquez), both of which are likely PPV attractions.
No idea where the "better fight" is going to come up after this one, but a bit more open-minded about the spectacle; still not committing though
