Both beat him but Mikey generates greater revenue despite being the least proven at the weight when compared to Linares and less titles/claim to be considered the best in the division namely by Linares holding the Diamond belt...you can say Linares is Mikeys superior until Garcia solidifies the WBC.

Therefore this is a business move rather than a case for legacy on the part of Flanagan...and really you can say the same for Mikey ; taking an easier fight picking up a belt first before attempting to settle things with the real champion in Jorge Linares.

I already gave my breakdown in another thread I said If I had to put my money on someone it be Garcia -- my reply in this thread was simply stating the facts in the current state of affairs regarding the lightweight division and the aims that Flanagan and team Garcia have in facing one another over Linares.

I haven't seen much of Flanagan but Petrov is a solid fighter if not spectacular. Flanagan has fought decent but not great competition and won against them all. Mikey Garcia is at a different level in my opinion. Linares would be a challenging fight but I think Mikey would still put him away in the mid to late rounds.

Linares has rebounded well from damn near getting killed by Valero. I'll give him that. Linares is more accomplished at lightweight but Mikey is more accomplished p4p. Flanigan ain't all that. He might as well fight Mikey. That fight would be a lot more watchable than Flanigan-Linares IMO.
