Because Jacobs is even worse than GGG. He's even more unproven. With the way GGG gets ranked you'd want more from his resume. Jacobs on the other hand is not hailed as top 5 P4P or can win polls of fantasy fights with Kessler and Froch or Monzon and Hagler like GGG has on this site.
