bad move , look , he is not even a big welter and he cant crack , so at 154 he would be a small guy with no pop in his punches , plus a stylist lefty.

Look at every other fight at 154, between Jantuah and Mayorga those are probably the hardest punchers in the division, 154 is a very safe division for Spinks to regain his confidence and possibly move down once he is confident in himself again. Their isnt one fighter at 154 that could crack the top 5 of welterweights today.

Ouma would win by point just on punch output. He throws 1000+ punches a fight and takes relativly big punches well so he wouldnt be afraid of spinks hurting him. Spinks would just get outworked...

Maybe moving up in weight is is better for him. But I think it is wiser to fight guys rated # 5 and below to make a good transition. Coming out after a loss and losing his first bout at a new weight division makes u think of retirement.
