After the Povetkin fight, they had to scramble to get him in the ring, get a network date, find a venue and promote the event. What elite heavyweights would have been willing to take that fight on such short notice with little time to promote the event?

And Wilder vs. Ortiz is a fight between 2 top 5 contenders. Both need a proper camp and the fight needs to be properly promoted. Fights like that take time to negotiate and can't be done on short notice.
