      povetkin popping AGAIN didn't help his chances. and i'm not saying this is fair, but being russian and an athlete in 2017 basically starts you off with two strikes. the russian state was well involved with a huge doping scandal at the international level. you can't trust the russian state in regards to doping or establishing athletic commissions.
      I wouldn't say being Russian gives you two strikes, hella Russians are fighting for belts now. Getting popped for dope gets you 3 strikes and he's struck out multiple times
