    He has a story though and his name was linked to the biggest name in boxing for like 7 years and still is to this day, Him and Floyd Mayweather trying to outdo each others performances against common opponents + the anticipation of fans wanting to see how they look and draw conclusions on how a fight between the 2 would look like helped each of them sell 1+ Million PPV once or even twice a year every year from 2009 till 2015, almost every fight they fought sold more than 1 Million PPV, something that never happened in the sport ever before.

    Before Pacquiao's name was linked to Mayweather he was selling around 300-400k PPVs fighting Mexican legends that had big fanbases like Morales, Barrera and Marquez, only when the talks of him fighting Floyd Mayweather started and Floyd teasing the fans by fighting Marquez (the guy with the big fanbase who arguably beat Pacquiao), people really started paying attention to that rivalry and Pacquiao's PPV numbers skyrocketed.

      There are some requierements you need to fulfill to be a crossover star. Let's take Golovkin as an example.

      His fighting style is action-oriented, when he lands flush you can see the damage and he is a knockout artist. These are some important ingredients to become popular.

      But while he is popular and his ratings are above average on HBO, he still isnt close to the level of guys like pacquiao or cotto.

      One of the reasons is probably that he doesnt have a build-in big kazachstan fanbase in the USA. If you are mexican you get the mexican demographic, if you are irish, you get the irish demography. This is why they try to market him as a mexican warrior, in hope that mexicans will relate to him for his aggressive fighting style.

      The second reason is, that he doesnt have a popular opponent who can pass him the torch. Mayweather and Pacquiaos career really kicked off when they beat Oscar de la hoya, the #1 PPV guy at the time.
      I can assure you that the first guy who would have beaten Mayweather convincingly would instantly skyrock in popularity.

      Third reason is the language barrier, which curtails his potential to cross over. People are just too lazy to read subtitles.

      Personality is another big factor, while I think the bad guy personality helps you tremendous to gain more publicity, it's not necessary if you as the good guy (pacquiao) are linked to a bad guy (pacquiao.

        Manny had a NATION behind him, Filipinos loved and supported Manny Pacquiao to the fullest. Also his promoter Bob Arum has Personality to sell the fights FOR Manny Pacquiao
