That's how the rankings work buddy. If you're not currently ranked and you apply they rank you accordingly, why should Ortiz not be benefited a lofty ranking ? The WBC put out a press release about a week ago with names of people who hadn't signed on to the drug testing program yet.

Luis Ortiz was one of the names.

It's possible his paperwork was still being processed but as of that date he very likely had not done any VADA testing if his sign up wasn't complete.
