Floyd Mayweather fought very few natural welterweights

Most of his opponents moved up from smaller weight divisions.

Pacquiao started at minimumweight and won his first title at 112.

Hatton had to move up from 140 to fight Mayweather at 147. JMM fought at smaller weights during his 20s and 30s, and moved up from 135 to fight Floyd, who couldn't even make the 145 pound catchweight.

Guerrero was at his best at featherweight. Mosley and De La Hoya were lightweights in their respective primes, and faded by the time Floyd agreed to fight them.

The only natural welterweights Floyd fought were bums like Andre Berto.

Floyd avoided other welterweights like Antonio Margarito, Paul Williams and Vernon Forrest.

        WOW shots fired.

        I could add:

Then why was he badly dehydrated after making weight for the Pacquiao fight?

Because he was probably gaining more weight in his retirement prior to that fight and the cut was hard.
