There is a reason Mayweather only fights in Nevada under USADA and Pacquiao wanted VADA testing and Mayweather declined VADA.

Mayweather outside of Nevada with VADA = exposed as juicing cheat - we know all about his IVs. Povetkin didn't do anything worse than what Mayweather has done since he moved to 154 to fight DeLa Hoya.

Rules need to be defined, but there should be an even playing field for everyone. It shouldn't be about what fighter dictates but about the rules of the ABC orgs and sanctioning state.
