How many samples are they going to test before they give up? He failed his "A" and "B" sample and now has a couple more samples out their going to any lab that will call it clean???

Wrong, USADA never caught Lance. They instead used Federal agents with guns drawn to intimidate people in Lance's inner circle to admit to doping and then testify against Lance. He was convicted w/o any physical proof. In return those who testified got no lifetime bans, immunity.
