For those caught up in confusion unlike other sports where testing parameters are designated by the commission over seeing that sport, the boxing commission does not have anything to do with USADA testing. A promoter is the one who negotiates what exactly gets tested for, there are tiers to testing in USADA. For a perfect example see the scandal between Quillin and Wright. It is not USADA who issues a statement when testing is cancelled, or when a fighter fails..hence both fighters and the promoter of the event are notified...for an example of that see Morales drug test fail. Usada in boxing only answers to whom they have an agreement with. Now much like the WBO who has a next day ten pound increase max, someone like the WBC can decide what is universally tested for like would be for other sports such as the NBA, Tennis, etc. Boxing as a whole should make a testing standard and implement it universally on anyone in the top 20 rankings and have the promoter foot the bill but have no control over what gets publicized or what the parameters are.
