I think in 18 months time, with a stoppage win over Andre Berto and then a couple of defences under his belt, Errol Spence, Jr. will be a solid champion ready to unify like people have said already. I have a feeling Thurman-Garcia is going to warrant a rematch.

Assuming Errol Spence, Jr. wins the vacant IBF title, how does he gain recognition?

Only one way to find out!
Spence Jr wants to step up and he figured just shutting up and fighting who ever the IBF put in front of him that would finally get him the big match and the title shot all in one but that doesn't seem to be the case so he will likely end up fight Bradley Skeete for the Vacant Title or some BS if Brook doesn't fight him because I don't see Berto fighting Spence Jr over Porter even if it is for a Belt and a fight with Porter would not be

Berto will be another no-hoper. The fact Berto would even be ranked in the top 10 anywhere is a joke.
I appreciate welterweight is fairly dead, but no-one seems to be critical of his resume. At the very least, Thurman fought Porter before he got any real respect.
If Brook is clearly signalling that the fight isn't happening, he needs to find someone else worth a damn instead of waiting out for a vacant paper title against Berto. He could have fought in-between all of this quite easily, but he didn't.

If Spence wins the IBF title, whether it be Brook or someone else, I hope his next fight is against the Thurman/Danny winner of Tim Bradley.
Spence next 4-5 fights IMO should be (assuming he wins each) Brook, Bradley (or Broner if fight can't be made), Thurman/Danny winner then Manny/crawford winner.

After a bit of delving and research, it seems like people are right in their evaluations of Andre Berto. He doesn't seem to want to take any hard fights without massive financial reward, even if for a vacant title.
Errol Spence, Jr. would run over Bradley Skeete in 2-4 rounds. Also, Skeete is booked to defend his British welterweight title in May, promotion is still ongoing for that fight.
