GGG has a far better resume than Jacobs. We know very little about Jacobs's strengths outside of his Quillin win. We know more about his weaknesses. We know a lot about where GGG is strong and where he is weak, and his strengths so far against the limited but better opposition that Jacobs, shows it's gonna take more than power to beat him. You also need skills and a good chin, good countering.
