I like this..give him 3 or 4 fights in the next two years at MW, then make him fight GGG.

This would be fine if Shields is actually serious about fighting a real top 15 contender. Not "let's find the biggest powder puff we can ranked in the top 25, then have our friendly sanctioning body move him up to #15 right before we announce the fight with him" crap.
Guys like Khurtsides, Deravanchenko, Peter Quillin, David Lemieux, those are good top 15 names. Granted Lemieux is #3 in the division but you get the point. And if those guys are too good, I guess you can go down to the N'Dam, Andy Lee, type of level. Willie Monroe is also out there but GGG already gave him a beating and he hasn't been as good since.
So it really depends on that. If Ronnie picks someone between #5 and #10, who has some speed and/or power to fight back with, then the fans could still support Charlo in that so long as he steps up right after (because it's not like he needs time to acclimate to the weight. He's already a 160 pounder). But if Ronnie picks a Sergio Mora type guy between #10 and #25, the fans should not support that.
I mean haven't all the GGG haters been saying how shallow 160 is as a division? Well if it's so shallow then they shouldn't need to go that far down the list. Charlo just beat JRoc, he's a big 160, but he can't even fight a top 10? He needs to go down to 15? That would suck for the fans because the difference between picking one of the guys I mentioned and picking a "top 15" powder puff is going to be the difference between an intriguing 160 debut that could be a semi-competitive boxing match, and a total cherry pick that's a waste of a date.
Edit: Tureano Johnson could also be a decent name. Coming off a layoff, and not a big power puncher, so probably the ideal low risk, medium reward "name" they could pick, actually. I'd prefer some of the other names as a fan but just putting it out there.
You also hear about that Heiland dude sometimes but I've never seen him fight. Eubank Jr. and Ryoto Murata are also decent choices. Immanuel Aleem would be a great choice after his recent win. Korobov is a decent one too although he's chinny so he's hand made for Charlo.
If I had to guess though, I bet they pick Maciej Sulecki. 23-0 so they can market he's undefeated, but only 8 kos in 23 fights. Puffed up Polish record with almost no KO's. Knowing Al Haymon's M.O., he loves to bring over these puffed up polish records for his guys like Wilder to get wins over.
Martin Murray is another known name but style wise I don't think that would be a good fight.
Here is my top 20 at middleweight ranked 1-20.

Any of those top 10 would be okay. 11 - 15, so guys like Stevens, Murray, Johnson, and Lee, would be less appealing, but at least it's living up to Ronnie's word. Those are actual top 15 guys. But if they pick Maciej Sulecki or other guys outside the top 15 with as little power as they can find and then try to spin it to the fans? Great thinking. N'Dam already vacated his wba interm title to duck GGG and now he finds himself in the same position. At least if he loses, he can avoid Golovkin again and it's a solid fight/win for Charlo.

I like Jermall. One of guys that actually like fighting, not talking, he had 2 good fights last year. he is a big guy, he should do it well at middleweight. He should fight Hassan, Monroe or Heiland.

Lemuix is a SUKER for the body punch and that's one of Canelo's best punches that starts his combos. Lemuix also got outSMARTED by Rubio???
