I'm fairly certain he'll be willing to fight Beterbiev.

But whether the promoters, managers and TV networks agree is another question.

He's been willing to fight him for 2 years now ...

Sadly I don't give him more chances than Prieto... Beterbiev is just a beast with a perfect Classic Eastern Boxing Technique... Shocking that people still underestimate his defense skills... Even against lesser opponents, you can see he has superior feet movement and that his situation awareness is over-par ... But you know, I'm biased ...

        In the USA.

Barrera has some kind of legal issue keeping him from fighting in Canada, doesn't he?

Why not fight in the USA? It's not the home country of either fighter, so no reason to worry about home country officiating.

GYM already said the IBF Eliminator Fight would be in the US ... As for his Visa problems, gossip in MTL says that Barrera as a file as big as the Bible at the cuban police headquarters... But that's just gossip of course ...

            Many boxers are not saints.

Adonis Stevenson probably has a bigger file in Canada.

What's more important: Beterbiev vs. Barrera is an exciting matchup of two big strong hard-punching light heavyweights.
