That's not really what happened.moving up in weight and getting your face obliterated apparently makes you a star worthy of big money fights.. in Brook's world he must look down on Spence like a nobody because he enjoyed the privilege of getting pummeled by GGG.
he wants the Khan fight but without that strap Khan will abuse him at the negotiations table, that belt is all the leverage he has. .even Khan is telling him to get the Spence obligation out of the way so he won't be stripped.
this guy has been justifying facing subpar opponents at 147 for years with the excuse "Khan won't fight me".

Nobody thinks he's afraid of Spence. But it's gonna be a tough fight in his own division. The GGG fight was low risk (to his reputation) and all reward. We see the reward now by guys using the GGG fight to justify Brook not fighting his mandatory. He wants to fight big names but all the names at 147 are bigger than the names at 154.
