Me personally, I think he does. I'm sure there will be people who will focus solely on Rodney Sholly, but he has a list of impressive names on his resume. Shawn Porter has impressive names as well, but he's only won against Broner.

As far as who he fought and when his resume will be incredibly impressive. Doesn't make him P4P #1 or anything but gotta respect that he takes a lot of tough fights for someone whose instagram is flooded with cherries.

If fighting and beating good fighters counts for you going years with only fighting cherry picks and rarely fighting at all should count against you. After Garcia beat Matthysse he turned into a cherry picker who didn't fight much at all. At 147 his resume is two washed up lousy fighters, Paulie and Guerrero. Lots of boxers have a better resume than Garcia even if he beats Thurman.
