They took lesser pay for the Vargas fight. To them, if they see it as a bigger fight, they want the guarantee. Pretty sure, they are taking a smaller guarantee against Horn...probably similar to what they got for Vargas.

Horn would probably happily accept a $1-2 million purse.

Pac was getting $20M when he was doing a million PPV buys. He's not even doing half of that now. So he needs to adjust his demands accordingly.
