I think Manny's demand for $20 mil is more likely the cause of the fight not happening. He seems to want the same money he was getting when his fights were close to and exceeding 1 mil PPV's. Is that feasible given the sales he is generating now?

Crawford is a viable opponent and more people will pay to see Manny fight a viable opponent then a bum like Horn. A Crawford fight would generate significantly more money than a Horn fight.

I don't have a problem with his team trying to maximize his purse, but asking for $7 mil, if it's true, is probably too much given that Manny isn't selling like he did at his apex and Crawford only has been in 1 PPV.

Probably. The purse for Crawford and Pac should be 15m and 5m, then the fight would happen. Horn is a trash fight, but I don't care much as long as it's free T.V, a showcase fight for Pac.

That seems reasonable. If I'm Crawford I eat a couple mil for the chance to be the one to put the nail in Manny's coffin. However, I think Bob/Manny are waiting to see if they can get a rematch with Floyd before they consider taking on a real opponent.
