He had to fight Bizier within a time frame, as he was mandated. They chose to fight him straight away to get Rios in the summer.

They had already agreed to pay Vargas what he asked for. Vargas had signed his end of the deal. It was Kell that wanted to much money. Hearn is on video a day or two before they announced the GGG fight saying he's about to go talk to Kell to convince him to fight Vargas for the amount offered because unifying will lead to bigger fights with Garcia or Thurman. That's not true. Top Rank had an agreement in place with Vargas that if they paid him 2 million, he would fight brook.They had already agreed to pay Vargas what he asked for. Vargas had signed his end of the deal. It was Kell that wanted to much money. Brook always looked for the easy route... Let's digest that for a second. Compared to who exactly? Let's run through the list:
Keith Thurman - Who did he beat for his title?
Was upgraded to full champ after Guerrero?
Amir Khan - Which unbeaten, top 5 WW champ did he beat in his life?
Danny Garcia - Vacant WBC strap against Guerrero?
Errol Spence - Fought Chris Algieri & Leonard Bundu for a mandatory? What has he done the 'hard' way?
Kell Brook - Moved up two weight classes to fight a guy who knocked out 22 straight opponents, gave him his best fight and didn't hit the deck once and was up on the cards. Went to the U.S to fight Shawn Porter, who came off of 2 dominant victories over Alexander when he was the champ and Malignaggi who was left in a coma.

Arum then says he had been working on the Brook-Vargas deal, waiting for Brook's side to finalize the agreement. But although Arum hadn't heard back from Matchroom promoter Eddie Hearn for about a week, he had no clue that they were about to go in a stunningly different direction.

When the brexit happened, the money wasn't there. Brook would make nothing so they went back with a revised offer which was refused by Vargas.
That was confirmed by Bob Arum:

So yeah, I don't see why I should sit down.
