If you're not familiar with the Philippines as of late. The president has declared war on drug dealers and users. Any citizen is free to shoot either a drug dealer or user.

Maybe there were some political figures at the event and the drug dealers are getting some revenge. Methamphetamine is a huge problem there and big money with many police and politicians on the payroll of dealers. This isn't as likely as Islamic militants.
