Why would Brook waste his time with Spence? Would the IBF put a Manny/Garcia/Thurman unification over a mandatory?

The better question is why would Spence waste his time waiting on someone he knows is laser-focused on Khan? By February next year, which is the time Brook is supposed to decide whether to give up his belt or not, Spence would be six months inactive. He doesn't seem to mind. Typical Haymon attitude.
