he was a weathered fighter back then and he is coming off of a year of inactivity. by the time the wilder fight happens he will be 38ish which is trouble for the smaller fighter who needs to press the action.
povetkin officially didnt break any rules but the wbc needed to cover their own butts after messing up the fight. hence the symbolic "punishment".

Not so much focusing on their talent as where each fighter will stand in the big picture afterwards. I favor Povetkin, and the same later vs Wilder. He has some slick ways to get past the reach disadvantage, and the only time he gassed out was vs Huck which he didn't prepare properly for.
