140 might be too much for a small framed guy like him. Much of his game is speed and reflexes, which might diminish with those extra lbs.
If you are talking about Lomachenko, I don't think he would be much slower with a few extra lbs, it's not a huge jump in size like a SMW moving up to LHW or HW for example.
Pac by TKO. Pac's ability to throw a hook when the opponents move around to pivot out of the way would be the reason why. If Bradley can't avoid those hooks then Loma would probably be not that far ahead. And with both high precision on those hooks and Loma's habit to fight on side to side then I would give Manny a late round TKO win over Loma after a fight of the year and footwork battle of the year match.

As much as I have praised Bradley's ring IQ and defense on here with NSB insisting on underrating him, Lomachenko's defense is better. And definitely better than Mannys.

Pacquiao is elusive in the pocket also, he can defend just as he throws. We don't know much about Loma with Nicholas Walters. But eye to eye test Lomachenko is ahead of Pacquiao in terms of pure talent but it is yet to be tested with a fighter with the Caliber of Bradley.
