    I think there was a contractual agreement that the rematch wouldn't be allowed to take place in either California or Russia. It's a non starter.

        They're probably heading back to Vegas, with an international judging panel. The latter will mostly be for appearances of course, since both teams approved the US judging panel the first time without incident.

        Expect Stanley Christodoulou, Anek Hongtongkam or other well known non-US judges to fly out to Vegas to occupy at least 1 or 2 of the spots.

                    I THINK Vegas requires their own judges but I could be wrong. This rule came about in 2013. The promoters have the right to object to the selection of judges.
