they used to before same-day weighin, most fighters re-hydrated very little

it's a safety issue

in every division you have smaller guys, and you have larger guys

some guys cut more weight than others do

it's no big deal

before the middle divisions were introduced, a small lightweight fighting a large welter would be outweighed by 15lbs
