So why are these guys Williams and Charlo twins not as popular as Crawford? I'm not saying Crawford is huge, but the comparison is clear. Any promotional tactics they can learn from to make them more familiar with casuals?

I mean most of us have seen fights which we should not have watched because the promotion was compelling. Then the fight turned out to be boring, which becomes irrelevant.
