Sam Langford is the first example to springs to mind, considered to be one of the greatest but never won a title at all.

There's a few, Charley Burley never won a title, Holman Williams never won a title (if you don't include the coloured title)

Ezzard Charles never won the title at 175, but he did at HW.

Burley is the first guy that came to mind. I personally think he's one of the top 10 fighters of all time and he never won a title.
