I think it's wishful thinking. If Pac was needing money he wouldn't be fighting Vargas on TRTV. He'd be cashing out to a bigger name, wouldn't be occupying his time with politics and philanthropy. The guy is just living large and getting all he can out of life.

Then he chooses vargas because it was at 147 and still the same money arum offered to him.
