Manny Pacquiao does not have that pull with any other matchup that Top Rank can be expected to deliver for him (even if they go with Terrence Crawford, HBO may have interest in carrying the fight, but there's very little chance that the event breaks even).
Broner's value to a Pacquiao event, especially at this point in Pacquiao's, is significantly beyond what Arum has already shown willing to pay folks like Brandon Rios, Chris Algieri, or Timothy Bradley in the first fight , all of whom brought less marketing ability to the table than Broner does.
Broner is fighting Ricky Burns in the near future, and if he wins that fight, he'll likely have another big fight in Cincinnati before Spring hits.
two fights, both on his own terms, and he at least gets what was offered (with potential upside based on what his take on the promotional end is)
