        As part of its investigation, Usada said it recently obtained additional data from French officials who had retested Armstrong’s samples from the 1999 Tour. For procedural reasons, those samples cannot be used to sanction Armstrong. But the Usada report indicated that advances in EPO testing since then conclusively showed that he used the hormone. The report said the retesting produced “resoundingly positive values” from six samples.

            You really should do some research.

            Do you know what conclusive means? You just mentioned USADA to try to co-sign your bull****, here you have USADA saying the samples showed conclusive evidence that he cheated after advances in EPO....and now you want to question them. LMAO

            Following this publication linking Armstrong to samples containing EPO, WADA asked UCI to look into the matter. In October 2005, in response to calls by the IOC and WADA for an independent investigation, the UCI appointed Dutch lawyer Emile Vrijman to investigate LNDD’s handling of the urine samples. In May 2006, Vrijman published his report, concluding LNDD had not followed proper anti-doping protocol (e.g., failing to confirm a positive A Sample with analysis of a B Sample) in its testing of the samples and therefore the samples could not constitute proof of anti-doping rule violations by Armstrong.

            In the course of the investigation, LNDD confirmed to WADA that the samples in question had been stored in a controlled access zone of the laboratory at -20oC the entire time and there was no scientific basis to believe the samples could have undergone any process of deterioration that would explain the presence of EPO other than it was present in the samples when originally provided in 1999. As WADA pointed out in its official response to Vrijman’s report, his report inappropriately focused solely on whether LNDD had followed established protocol applicable to the analysis of samples for the purpose of making “adverse analytical findings.”798 As the Code makes clear, however, analytical information which does not otherwise satisfy all requirements to establish “Presence” of a prohibited substance under Article 2.1 may nevertheless constitute “reliable means” to corroborate other evidence establishing an anti-doping rule violation.799

            USADA recently obtained the chart of LNDD’s testing results relating to the 1999 samples. This information was provided to USADA by the French Anti-Doping Agency in accordance with its authority under the French Code of Sport. The chart shows the results for all of the 1999 Tour de France samples tested for EPO by LNDD in 2004 and 2005, including the six samples subsequently identified in the L’Equipe article as Armstrong’s. According to the chart, each of Armstrong’s six samples from the 1999 Tour de France tested positive for the presence of EPO on each of three positivity criteria, including the current EPO positivity criteria.

            One of the positivity criteria used by LNDD was a percentage of basic isoforms of 85% or higher. Armstrong’s six samples produced test results of 100%, 89.7%, 96.6%, 88.7%, 95.2% and 89.4%. These are resoundingly positive values.

                Erythropoietin (EPO): A synthetic version of this naturally occurring hormone is used by cheating athletes to boost red blood cell counts, a change that temporarily supercharges endurance by increasing muscles' oxygen-carrying capacity. Before 2000, no test existed to distinguish the synthetic version of the hormone from its natural counterpart, so as long as athletes took doses that would keep their hematocrit (a measure of the volume percentage of blood made up of red blood cells) in a plausible range (below 50 percent), they could use this drug with impunity. And the report alleges that Armstrong's pre-2000 team did just that, fueling its 1999 Tour de France win.

                But the USADA also claims that Armstrong's abuse of EPO didn't stop after the introduction of a urine test capable of detecting the drug in 2000; it merely took a more covert form. Conspiring doctors, the report alleges, instructed Armstrong and his teammates to inject EPO intravenously (as opposed to subcutaneously, or into an inner layer of skin) and at night, when surprise tests were unlikely. These measures would make it possible for low doses of synthetic EPO to be cleared from a rider's system by the time he woke.

                In situations where EPO tests on recently dosed athletes were unavoidable, team doctors also could have injected saline, or salt water, to dilute a rider's blood and quickly drive down hematocrit. This kind of obfuscating saline injection was a common practice for Armstrong and his team, according to the USADA report.---------------------------- you are a DICKHEAD
